Scott Fletcher
Chief Operating Officer
As Chief Operating Officer of REI Systems, Scott Fletcher is responsible for managing the day-to-day operations at REI. Under his guidance, his team ensures that delivery on existing projects is up to the company’s high standards – what the company calls “the REI Way.” Concurrently, he and the members of his team are continuously pursuing new business in areas where we believe REI Systems can contribute to the mission success of a client. Since joining in 2006, Scott has established and matured the new business development function for REI Systems while contributing to the growth of the company’s overall business acumen and talent level. He believes that the application of agile principles is a differentiator and success factor for REI Systems – in software development, our advisory service, analytics engagements, and across all sectors of our business from back office functions to new business development.
Scott has more than three decades of professional experience in project management, systems integration, application development, database design/development, and business intelligence. He has successfully led large initiatives, including the development of an award-winning grants management system for the Department of Justice, a disaster response portal for the Department of Homeland Security, and an enterprise marketing and implementation database to support the launch and operation of the Environmental Protection Agency’s ENERGY STAR® Programs.
Scott has a B.A in management from Virginia Tech and began his professional career at a small convention management company founded by his grandmother. He reflects fondly on this first stop of his career where he filled many roles, including accountant, software programmer, and sales person. (Once, he even printed badges and stuffed envelopes for 48 hours straight during a presidential inauguration!) Immediately prior to joining REI Systems, Scott worked at ICF International, where he started as an applications developer and worked his way up to become Sr. Vice President.
When not in the office, Scott enjoys college football (go Hokies!), playing the drums, boating, and home improvement projects. Scott loves to cook (Cajun, Thai, and anything from the smoker are his favorites). He lives in Virginia with his wife, Keula, and their four children.
