How to Request a Quote

REI Systems is available to help federal customers understand our NASA SEWP VI Category B capabilities, identify applicable enterprise IT services and solutions, and develop an acquisition approach that aligns with their requirements.

Need Help Before You Request a Quote?

  • Reviewing technical and mission requirements against REI’s enterprise IT capabilities;
  • Identifying potential solution approaches, services, labor, and supporting technologies;
  • Configuration and solution analysis to help determine the suitability, availability, and applicability of REI’s SEWP VI offerings;
  • Identifying information that may be helpful to include in a formal quote request; and
  • Answering general questions about REI’s SEWP VI contract and Category B capabilities.

When contacting REI, please provide as much information as is available about your requirement. Helpful information may include:

Customers do not need to have a fully developed requirement before contacting us. The REI SEWP VI team can help determine what additional information may be useful.

Requesting a Formal Quote

For formal competitive quote requests, NASA recommends use of the NASA SEWP VI Quote Request Tool (QRT). The QRT supports the Government’s Fair Opportunity process and automatically identifies eligible Contract Holders based on the selected SEWP Category or other applicable solicitation criteria.

Customers should follow their agency’s acquisition procedures and their Contracting Officer’s direction when determining how Fair Opportunity will be provided. Agencies may use other authorized solicitation methods when appropriate; however, the NASA SEWP QRT is the SEWP Program’s recommended method.

When a request is issued through the QRT, REI will submit its response through the NASA SEWP Contract Holder Only Page (CHOP) in accordance with SEWP procedures.

Questions concerning an active QRT solicitation should be submitted through the QRT’s Q&A functionality unless the solicitation expressly provides another authorized method of communication.

Ordering Guide

Warranty, Technical, & Post-Delivery Support

REI Systems is committed to supporting customers throughout the delivery and post-delivery process for orders placed through its NASA SEWP VI contract.

Installation, Warranty, Technical Support & Post-Delivery Support
REI Systems provides installation, warranty, maintenance, technical support, software support, and other post-delivery services applicable to the specific solutions, services, software, and ancillary products ordered under its NASA SEWP VI contract.

Because REI’s Category B offerings may include professional services, REI-developed solutions, commercial software, cloud services, third-party technologies, and ancillary products, the warranty and support terms applicable to each order may vary. Applicable warranty, maintenance, support, service-level, and acceptance terms will be identified in REI’s quote and incorporated into or referenced by the resulting Delivery Order or Task Order, as appropriate.

Installation and Implementation Support
When installation, configuration, implementation, integration, migration, deployment, or related services are included in an REI SEWP VI solution, REI will perform those services in accordance with the requirements, scope, schedule, performance standards, dependencies, and acceptance criteria established in the applicable order.

Installation and implementation support may include configuration, integration, data migration, testing, deployment, documentation, training, transition, and other activities appropriate to the ordered solution.

REI-Provided Services and Solutions
REI warrants that services and deliverables provided directly by REI will conform to the requirements, specifications, acceptance criteria, and other applicable terms of the resulting order.

If an REI-provided service or deliverable does not conform to the applicable order requirements, REI will work with the Government to investigate the reported nonconformance and, where REI is responsible for the nonconformance, take appropriate corrective action consistent with the terms of the order. Corrective action may include correction, repair, replacement, reperformance, or other mutually agreed remediation, as appropriate to the nature of the solution or service.

Nothing in this policy limits any rights or remedies available to the Government under the applicable SEWP VI contract, task, or delivery order, or applicable Federal Acquisition Regulation provisions.

Commercial Software and Ancillary Products
Commercial software, cloud services, equipment, and other third-party products incorporated into an REI enterprise solution will generally be provided with the commercial warranty, maintenance, subscription, or support terms applicable to the specific offering.

REI will identify applicable manufacturer, original equipment manufacturer (OEM), software publisher, cloud service provider, or other third-party warranty and support terms in its quote or associated order documentation, as appropriate.

Where a third-party warranty applies, REI will assist the Government in obtaining warranty or support service. It will coordinate with the applicable manufacturer, publisher, provider, or supplier as necessary to facilitate resolution.

Basic Warranty
Basic warranty coverage applicable to an ordered solution will be identified in the REI quote, applicable commercial offering documentation, or resulting order.

For REI-provided services and deliverables, warranty obligations will be based on conformance with the requirements and acceptance criteria established in the applicable order.

For commercial software and ancillary products, the applicable commercial manufacturer’s, publisher’s, or provider’s standard warranty will apply unless different warranty terms are expressly identified in the quote or resulting order.

Extended Warranty and Maintenance
Extended warranty, maintenance, and support options may be available for eligible software, ancillary products, and other components of an enterprise solution.

Consistent with the SEWP VI contract, an available extended warranty may be purchased during the applicable standard commercial warranty period, including up to the end of that commercial warranty period. Applicable extended-warranty coverage, duration, pricing, and support terms will be identified in the quote and resulting order.

Where available and appropriate, REI will identify extended warranty or maintenance alternatives so that the Government may select the level and duration of support that best meets its requirements.

Software Maintenance and Support
Software maintenance and support may include commercially available patches, bug or defect corrections, updates, upgrades, documentation, knowledge resources, and other support customarily included with the applicable software offering.

Where software support includes professional services such as configuration, customization, implementation, integration, engineering, development, or other labor-based activities, those services will be separately identified and performed in accordance with the scope and terms of the applicable order.

For REI-developed or REI-supported solutions, including software-as-a-service and enterprise platforms when applicable, the quote and resulting order will identify the applicable maintenance and support model, including any service levels, response times, availability commitments, release or maintenance practices, and customer responsibilities appropriate to the solution being acquired.

Technical Support
Technical support will be provided in accordance with the support model applicable to the ordered solution.

Depending upon the solution, support may include issue intake and triage, troubleshooting, defect analysis, technical assistance, escalation, coordination with third-party providers, and resolution or remediation activities.

Any order-specific service levels, hours of support, response or resolution targets, severity definitions, escalation procedures, or dedicated support requirements will be identified in the quote or resulting order.

Post-Delivery Support and Warranty Assistance
Customers requesting warranty, maintenance, technical, software, or other post-delivery assistance should contact the REI NASA SEWP VI Program Office.

To facilitate prompt resolution, customers should provide, when available:

  • SEWP Control Number (SCN);
  • Agency order number;
  • Product, software, solution, or service affected;
  • Description of the issue;
  • Date the issue was identified;
  • Relevant error messages, documentation, or supporting information; and
  • Customer point of contact.

REI will review the request, determine the applicable warranty or support path, coordinate with the appropriate REI delivery team or third-party provider, and support resolution in accordance with the applicable contract and order terms. REI NASA SEWP VI Program Support

Fair Opportunity

FAR 16.505(b) (1) provides that each contractor shall be given fair opportunity to be considered for each order exceeding $10,000 and issued under multiple award contracts. The FAR states that the method to obtain fair opportunity is at the discretion of the Contracting Officer (CO) and that the CO must document the rationale for placement and price of each order.

Using the NASA SEWP VI online Quote Request Tool (QRT) is the recommended method to assist in this activity and to augment the required decision documentation. The NASA SEWP VI QRT will automatically include the Contract Holders within a selected Category or based on a suggested source.
