REI’s participation in the following contract vehicles expedites the delivery of IT services and solutions by simplifying the procurement process, increasing the speed of the purchasing cycle, and reducing costs.

As defined by OMB, REI’s portfolio of Federal Vehicles includes contracts categorized as Tier-3 Best-In-Class (BIC) Solutions, Tier-2 Multi-Agency Solutions, and Tier-1 Agency-Wide Solutions. Usage of these acquisition solutions supports Spend Under Management, a proven way to eliminate redundancies, increase efficiencies, and deliver more value and savings.

The Department of Defense has a pilot program where follow-on contracts to qualified businesses wholly owned by an employee stock ownership plan (ESOP) may be awarded contracts on a non-competitive basis.

Small Business Innovation Research (SBIR) Phase III

The Small Business Innovation Research (SBIR) program helps small businesses develop and commercialize innovative technologies through a three-phase model. Phase III focuses on commercialization transitioning successful Phase I or II R&D into operational solutions without SBIR funding.

Phase III awards can be made without further competition when based on a prior SBIR-funded effort, allowing agencies to move quickly toward implementation. REI is eligible for SBIR Phase III in areas including:

  • Business Process Automation
  • Cloud Strategy
  • Data Analytics
  • Grants or SBIR System Modernization
