What is GovSBIR?

GovSBIR™ is REI Systems’ Salesforce-based product for managing federal SBIR and STTR programs. It gives agencies a shared platform for work from solicitation and topic development through proposal intake, evaluation, awards, reporting, and commercialization tracking. GovSBIR is built on REI’s GovGrants® framework and configured around agency program requirements.

Which stages of the SBIR/STTR lifecycle does GovSBIR support?

We designed GovSBIR to support solicitation setup and topic development, small business registration and proposal submission, evaluation and selection, award management, SBA annual reporting, and data analysis. It can also track progress toward commercialization. We define the specific workflows, data fields, and integrations with each agency.

Yes. GovSBIR is designed to support both SBIR and STTR programs in one configurable environment. Agencies can tailor forms, eligibility criteria, review workflows, and reports to their own programs rather than using identical processes for every award type.

Yes. We designed GovSBIR to support SBIR and STTR programs that use grants or contracts. During evaluation, we’ll map your solicitation, award, financial, and reporting processes to the product and identify the systems it needs to connect.

How does GovSBIR help small businesses submit proposals?

GovSBIR includes small business registration and proposal submission as part of its core lifecycle. Configurable forms and workflows can give applicants a more consistent path from finding a solicitation to submitting a proposal. The applicant experience depends on the agency’s forms, eligibility rules, and implementation choices.

How does GovSBIR support proposal evaluation and selection?

Agencies can configure evaluation criteria and workflows to route proposals through review and selection. Keeping submissions, review activity, and decisions in a shared system can reduce manual handoffs and make the process easier for program staff to track. The agency remains responsible for its evaluation rules and award decisions.

What AI capabilities does GovSBIR offer?

We designed GovSBIR to use Salesforce Agentforce for proposal screening, identifying potential fraud risks, and assisting users. We’ll confirm which capabilities are available for your deployment, what data they can access, and the applicable licensing and security requirements. Your staff will review AI output and retain responsibility for award decisions.

Can GovSBIR help with SBA annual reporting?

Yes. We designed GovSBIR to bring program and award information together to support SBA annual reporting. During implementation, we’ll work with your agency to confirm the required data fields, review steps, and submission process against current SBA requirements.

How does GovSBIR support commercialization tracking?

We designed GovSBIR to track SBIR/STTR activity beyond proposal selection and award, including progress toward commercialization. We’ll work with your agency to define the measures, recipient updates, and reports needed to monitor that progress.

How is GovSBIR related to GovGrants?

GovSBIR is built on REI’s GovGrants framework but focuses on the processes particular to SBIR and STTR programs, including topic development, small business proposals, evaluation, SBA reporting, and commercialization. GovGrants addresses a broader range of grant programs. An agency can review which product and configuration best fit its portfolio.

How long does it take to deploy GovSBIR?

We have a demo-ready GovSBIR system available now and can target deployment in six months. We’ll develop a schedule with your agency based on its workflows, integrations, data migration, security approvals, training, and launch scope. The six-month timeframe is a planning estimate; the final schedule will depend on those requirements.

Can an agency acquire GovSBIR through an SBIR Phase III award?

Our prior SBIR work may provide a Phase III acquisition path for GovSBIR. Eligibility depends on whether the agency’s specific requirement derives from, extends, or completes the applicable SBIR effort. We can provide documentation about our prior work and proposed scope for your acquisition team to review. Your agency determines whether the requirement qualifies and which award method to use.
