Dominic Sale

Vice President, Government Affairs

As Vice President of Government Affairs at REI Systems, Dominic Sale uses his 25+ year career in government to support REI’s growth and development with current and new customers. He brings with him extensive experience as a public servant and supporting partner from industry. He has expertise in strategic planning, budgeting, policy analysis and formulation, technology, acquisition, and human resources management.

Dominic has spent nearly his entire career working to improve transparency, collaboration, security, and program effectiveness across numerous Federal agencies, with a focus on digital transformation and the adoption of shared services. He is passionate about ensuring that our government creates interactions and experiences with all Americans that build trust, by making them accessible, simple, and intuitive. He has experienced and overcome first-hand many of the enormous challenges facing executives attempting transformation initiatives in government.

At the U.S. General Services Administration (GSA), Dominic was a senior executive leading several government-wide technology-focused programs. During his eight years at the agency, his portfolio included programs such as FedRAMP, Login.gov, USA.gov, Data.gov HSPD-12, Section 508, Data Center Optimization, and many others. He led a major restructure of the Technology Transformation Services (TTS), where he served as one of the two top career officials, in both operational and delivery roles.

Prior to joining GSA, Dominic served for over six years at the White House Office of Management and Budget (OMB) in the Office of the Federal CIO. In his role as a senior policy analyst, he led the creation of the IT Dashboard, USASpending, Recovery.gov, and he directed several government-wide initiatives such as the Grants Management Line of Business, eRulemaking, and Benefits.gov. Dominic briefly served as acting Deputy Federal CIO and led the creation of a data and analytics capability for the Federal CIO.

Immediately prior to joining REI Systems, Dominic served as Vice-President at Dynamic Integrated Services, where he applied his experience as a former government executive to advise VA executives on challenging transformation initiatives, including major data governance, strategic planning, performance management, and change management.

Dominic has a deeply-held belief that an effective and empathetic government is critical to maintaining the public’s trust in our fragile democracy. To create this trusted government, we must move beyond simply designing processes with only outputs in mind, to deliberately investing in creating easy, positive interactions and experiences, with and for the people we serve.

In his off-time, Dominic leads an active social life, travels frequently, and takes on unnecessarily complex and never-ending home improvement projects. His guilty pleasure is regularly watching and analyzing the Real Housewives. After 20 years of living in downtown DC, he recently moved to Virginia with his partner Charlotte and their three boys.
